I'd go a step further: if something has no commercial value, preventing people from using, sharing, modifying, or expressing it should be illegal.

Not just copyrighted things. Also any DRM protecting something no longer for sale or that doesn't receive updates or support.

Locked bootloader on a ten year old phone? Illegal. Locked down jtag pins and bootrom on an always-online device after the services are turned down? Illegal. Class action suits up the wazoo.

It should be illegal to withhold from the commons.

no idea if this will convey the message i'm trying to convey but preservation != piracy, even if they can be associated in a lot of cases

you can preserve something but not pirate it (e.g. preserving old versions of game builds without bastardising the files to run w/o Steam), you can pirate something but not truly preserve it (like publishing versions of the game with the files and executables hacked up and functionality outright removed for whatever reason)

Think about when (not if) a rogue government abuses the absurdly broad language of the proposed law.

I don't like TikTok and I loathe the Chinese regime, but this is the absolutely wrong way to deal with the genuine issues.
